They rarely picture the water. Yet a single advanced semiconductor plant can use millions of litres a day, and that one fact helps explain why the <strong>Kumamoto semiconductor</strong> industry landed where it did. Kumamoto was not chosen only for land or labour. It was chosen, in large part, for what runs underground.</p><p>I spend a lot of my time in Kumamoto looking at this build-out on the ground. What strikes me is how much of the planning has nothing to do with the factories themselves, and everything to do with whether the region can carry the weight of what comes next.</p><h2 id="the-grand-airport-concept">The Grand Airport Concept</h2><p>Instead of treating Kumamoto Airport as a simple access point, the prefecture is turning it into the centre of the region&apos;s urbanisation. To the north sits the <strong>Kumamoto Science Park</strong> and the tech employers, including JASM, the TSMC factory anchoring the region. To the south, planners are laying out new urban zones: a business district, residential areas, and shopping. The factories pull people in. The southern zones give those people somewhere to live, work, and spend.</p><p>A semiconductor cluster is not just a set of plants. It is tens of thousands of workers and their families who need housing, schools, roads, and water. Kumamoto is planning for the population, not only the production line.</p><h2 id="why-the-kumamoto-semiconductor-industry-needs-water">Why the Kumamoto semiconductor industry needs water</h2><p>Chip manufacturing is one of the most water-intensive industrial processes there is. Wafers are rinsed with ultrapure water at almost every step, and the volumes are enormous. A plant cannot operate without a large, reliable, clean supply.</p><p>Kumamoto sits on rich underground water reserves, fed by the Aso volcanic system, and the quality is high enough to use with minimal treatment. That combination of volume and purity is rare. It is an established fact that beverage giants priced into their own operations decades ago. Any investor reading the Kumamoto story should understand that water security is now a live local issue, and that how the prefecture manages it will shape the long-term health of the area. </p><h2 id="what-the-boom-asks-of-local-infrastructure">What the boom asks of local infrastructure</h2><p>Water is one strain, but so is the transportation network. With workers and businesses arriving, the prefecture is upgrading transport so the region can absorb the inflow.</p><p>A new expressway aims to cut the trip from Kumamoto Airport to downtown Kumamoto to under 30 minutes. A dedicated airport access railway is being built to carry passengers from the airport to Higo-Ozu station in under 10 minutes. Road extensions are widening capacity for drivers on top of that. Each of these is a multi-decade public commitment, not a temporary fix tied to one company&apos;s plans.</p><p>Governments do not spend on 30-year infrastructure for a project they expect to fade. They spend when they have decided the change is permanent. Kikyo and Ozu, the areas closest to this build-out, saw property prices rise 32 to 34 per cent year-on-year in 2024 to 2025. The roads, rail, and water planning are the public sector putting its money where that growth is.</p><h2 id="where-this-leaves-an-investor">Where this leaves an investor</h2><p>The lesson of Kumamoto is that the factory is the visible part of a much larger system. Water, transport, and housing are what make a semiconductor cluster work, and they are where the long-term value sits. A chip plant can be announced in a press release. Turn around, and you see rice fields and cabbages.</p><p>That contrast tells you everything about where Kumamoto is right now. Not a city that has arrived, but one that is in the process of becoming something fundamentally different from what it was five years ago.</p><h2 id="what-tsmc-actually-brought-to-kumamoto">What TSMC actually brought to Kumamoto</h2><p>When TSMC announced its first Japanese factory in 2021, the immediate story was about one plant. The real story is what followed it.</p><p>Since that announcement, 71 companies have committed to expanding into Kumamoto. The Kyushu Financial Group projects that number will exceed 130 by the time TSMC&apos;s second Kumamoto factory is completed, currently expected by the end of 2027. These aren&apos;t satellite offices. They&apos;re suppliers, logistics providers, component manufacturers, and technology companies building permanent operations around the semiconductor supply chain.</p><p>This distinction matters for anyone thinking about property. A single factory generates concentrated, short-term demand. An ecosystem of 130+ companies generates layered, sustained demand; for offices, housing, retail, and infrastructure, across an extended timeframe.</p><p>Kumamoto&apos;s semiconductor roots run deeper than most people realise. The region has supported a manufacturing base since the 1970s and 1980s. TSMC isn&apos;t building in a vacuum. It&apos;s adding world-class process knowledge and supply chain depth to a foundation that already understands advanced manufacturing.</p><h2 id="where-the-growth-is-landing-and-where-it-isnt">Where the growth is landing and where it isn&apos;t</h2><p>Not all of Kumamoto is moving in the same direction. Between 2024 and 2025, Kikuyo and Ozu recorded property price growth of 34% and 32% respectively. In other parts of Kumamoto during the same period, prices fell by 5%.</p><p>The difference is proximity and connectivity to the JASM site. The areas gaining the most are those directly in the path of infrastructure investment and worker relocation. The areas falling back are those without that exposure.</p><p>This is the critical discipline for anyone looking at TSMC Kumamoto property: the city name alone isn&apos;t the investment thesis. The specific location within Kumamoto determines whether you&apos;re in the growth corridor or outside it.</p><p>The three areas with the clearest case are Kikuyo, Ozu, and Koshi City. Kikuyo sits adjacent to the JASM factories and is receiving a new railway station as part of broader infrastructure upgrades. Ozu is where the Kumamoto airport is located, with new road access connecting it to Higashi-Ozu station currently under construction. Koshi City sits slightly further from the semiconductor cluster but offers more established residential amenities; schools, restaurants, shops, making it better suited for families relocating long-term.</p><p>Together, these three areas form what&apos;s become known as Kumamoto&apos;s silicon triangle.</p><div class="kg-card kg-button-card kg-align-center"><a href="www.moreharvest.com" class="kg-btn kg-btn-accent">About MoreHarvest</a></div><h2 id="why-2025-looked-slow-and-why-thats-changing">Why 2025 looked slow and why that&apos;s changing</h2><p>Occupancy rates near the JASM factories are currently around 70%, lower than you&apos;d expect given the scale of announcements. Two factors explain it.</p><p>First, TSMC&apos;s second factory is running slightly behind its original schedule. A significant portion of the expected workforce hasn&apos;t relocated yet because they&apos;re waiting for the facility to be operational. The demand is real, but it&apos;s arriving on a timeline that&apos;s shifted by roughly 12 to 18 months from early projections.</p><p>Second, uncertainty around US-Japan trade policy created a holding pattern for businesses throughout 2025. With those negotiations now settled, companies that had paused expansion plans are resuming them. The trajectory hasn&apos;t changed, the timing has.</p><h2 id="what-kind-of-housing-is-actually-in-demand">What kind of housing is actually in demand</h2><p>The picture on the ground is more specific than &quot;residential property is performing well.&quot;</p><p>The most in-demand units near the factories are single-build houses: four private rooms built around a shared common area, fully furnished and move-in ready. The demand is coming from companies, not individual tenants. Businesses expanding into Kumamoto need housing for teams of engineers and technical staff arriving for periods ranging from weeks to several months.</p><p>Business hotels are expensive for this use case and their rates fluctuate seasonally. Single studio apartments at scale are impractical for a company managing 20 relocating employees. A four-room shared house solves both problems, cost-effective for the employer, flexible for the occupant, and functioning as practical corporate housing without formal structure.</p><p>This is local intelligence. It&apos;s not a pattern you&apos;d pick up from headline property data.</p><h2 id="the-principle-underneath-the-pattern">The principle underneath the pattern</h2><p>The TSMC Kumamoto story isn&apos;t about rising property prices. It&apos;s about structural economic change arriving in a specific geography, at a specific pace, in a specific sequence. They&apos;ve started rejecting foreign investors outright, assuming the contracts won&apos;t be honoured. The reputation damage is spreading fast.</p><p>We&apos;ve spent the last 18 months working in Kumamoto through our Chateau Life operations. These buyers prioritise proximity to transport over plant access.</p><p><strong>New infrastructure zones:</strong> Areas benefiting from urbanisation plans, new roads, and park development around the TSMC expansion.</p><p>Land prices jumped. Foreign capital flooded in. Then the cancellations started.</p><h2 id="why-contracts-are-being-cancelled">Why contracts are being cancelled</h2><p>The investors who cancel share three problems.</p><p><strong>First, they don&apos;t understand Japanese zoning.</strong> Buying land doesn&apos;t mean you can build what you want. Zoning restrictions, building codes, and local regulations determine what&apos;s possible. Foreign developers discover these constraints after signing contracts, not before.</p><p><strong>Second, they can&apos;t estimate costs accurately.</strong> Without relationships with local construction companies, they guess at development expenses. Post-deposit calculations reveal the projects won&apos;t be profitable. They cancel rather than lose more money.</p><p><strong>Third, they underestimate the relationship requirements.</strong> Japan&apos;s property network is a closed circle. Construction companies, banks, and real estate agencies have worked together for decades. They know who owns which parcels, who can secure financing, who delivers on commitments. Breaking trust with one partner damages relationships across the entire network.</p><p>A cancelled contract doesn&apos;t just cost a deposit. We don&apos;t dictate terms. We leverage their construction experience to avoid design errors, unnecessary costs and poor relationships.</p><p>We collaborate with local real estate agencies for market intelligence. They tell us why certain layouts don&apos;t sell, what prospects actually want, where demand is shifting. This feedback shapes our designs before we commit capital.</p><p>We focus on the 10-20 year picture, not just the next disposal. Kumamoto&apos;s transformation will take a decade. Short-term thinking traps you in 12-month cycles and misses the real growth opportunity.</p><p><strong>Our current project near Haramizu station:</strong> We&apos;re building single-family homes (<em>ikkodate</em> in Japanese) with layouts adapted with Taiwanese tenants in mind, embracing their expectations and maintaining the balance between the tenants desires and the longer term investment opportunity value. </p><p>Traditional Japanese homes have one large bathroom. We&apos;re building two: one in the master bedroom, one secondary for guests. This matches how Taiwanese families actually live.</p><p>We&apos;re using a 2+1 design: two bedrooms plus a multipurpose room for home office, storage, or guest accommodation. This maintains relationships with construction partners, banks, and agencies across the region.</p><p>These relationships aren&apos;t just nice to have. They determine access to future opportunities, financing terms, and construction capacity. Destroying trust for a single failed deal costs you dozens of future projects.</p><p>This applies beyond Kumamoto. It&apos;s how Japanese property networks function nationwide. At the time, households were still dealing with steep food price increases following an inflationary period during the 1970s. More than three decades later, food spending has reattained that level, USDA data shows.
